Average cutoff for NEET for this year is about 490+ marks, and a candidate is required to score enough good score than the average to get a government college for medical courses. And if a candidate belongs to reserved category, the average cutoff for them is slightly lower

As per my opinion, you should do diploma or any other graduation course,rather then taking a drop and give improvement examination. As it will be the wastage of a year and after that nothing will be in your hand. So rather than wasting a year,you should do graduation

If you want to pursue physics field in IIT then it is very good.According to my knowledge doing Bs -Ms from physics department from old IIT's is more beneficial in comparison to new IIT's because in old IIT's there are lots of opportunities in research field and professors

Yes boards marks are important for admission in MBBS courses. 

To get admission in MBBS course, In boards you need to get minimum:

50% — UR

40% — SC,ST,OBC

But board marks are not considered in making merit. Only marks obtained in NEET UG exam is considered to calculate merit.

as you secured a rank of 2147  rank in the ADVANCE EXAMINATION it is very good

but the competition for the computer science course is very tougher at the IITs one cannot get a better IIT with the rank you secured

As far as the norm for elligibility is concerned, an SC Category Student must pass in all the subjects and secure a minimum of 40% aggregate in the combined group of PCB Subjects.
