Firstly the eligibility criteria of master's degree in all the aforementioned subjects such as political science/economics/sociology/public administration isn't same for all universities and by this what I mean is some universities do emphasis on having the specific subject studied at graduation level whether as hons or at least as one of the subject in graduation, for example BHU is one such university which do put emphasis on such conditions, on other hand JNU, Delhi offers MA in PISM/IRAM for which candidates from any discipline with 50% aggregate from a recognized university are eligible to apply, generally speaking in case of pg for sociology, public administration candidates from any discipline of graduation from a recognized university with the required aggregate (that vary depending upon the norms of the colleges) can apply however in case of MA Economics in majority cases it would be mandatory to either have Economics Hons at ug level or have studied it as a subject, you can go through the following pages to get an idea for the same
There are also options for pursuing these courses through distance mode , if you take example of IGNOU regarding this, then it doesn't ask for having studied the specific subject at graduation level, you should check out the eligibility criteria of the specific university prior to applying as I said each one has different norms.

If you have taken admission in B.A.(Hons.) Political Science in any College of the University of Delhi (DU) , then if you want economics as a subject then you can choose economics as your GE subject, that is, Generic Elective subject. The Generic Elective subject option will be provided by your respective college and you will be required to choose the subject you need as your Generic Elective. You will get several subject options for economics every semester.
In case, you want to take admission in B.A.(Hons.) Economics in Delhi University, then you cannot do so because for that one needs to have studied and passed mathematics at the qualifying examination. But, having studies and passed maths is not a mandatory requirement in other Universities and Colleges because there are other colleges which provides the course of B.A.(Hons.) Economics without having studies maths.

Though you can't call it the best place for attaining a BA degree in political science. Taking into account academics and placements, Chandigarh University is average , although placements in the computer science department is good.
For best colleges if you want to apply for political sci hons are from Delhi university.
