There is no absolutely no restrictions for you, if you want to change your stream to arts after passing out with 12th science. It totally depends on your long term goals and career choices. The only complication that would arise is stereotypes in the society and you must be least worried about that because it is your life and your choices matter. Another problem can arise if you are not much acquainted in reading books and remembering text but this problem can be easily solved.
As B.A. will be a light subject compared to core courses, you are more likely to have more free time, but never ever waste them. Use them effectively to improve your skills and knowledge. Spend most of your free time in the library reading those books which interest you, especially political science.
Or if you are interested, start preparing for your civil service exams and other government exams which demand a degree as your qualification. Your knowledge in Political science will be greater than the engineers who will compete with your for cracking UPSC and that is definitely a plus point. Start preparing for those exams as soon as possible as you have a high chance of clearing it.

There are many other subject that you have to cover. Like history, geography, economics, geology,science.
It doesn't matter which group you take . So go for the group which you are interested in. Most of the student choose political science to get a good hold on it.
