If you want to choose the best college, go with the north campus ones.
According to the colleges mentioned in your question, I suggest you to choose either Ramjas or Kirorimal College.
North campus is hyped but if you are really getting a chance to get admission in the colleges of North campus then grab it. Faculty, exposure, infrastructure and many things will be very good.

The first cut off for BA Hons Political Science (OBC category) for Kirorimal and Ramjas college were 94.75% and 94% respectively and got closed after first cut off only.

No, you can't include Arabic as a general elective subject for the calculation of your 'Best Four' percentage.
Yes, you must include 1 language and 3 elective subjects for the calculation of your best four percentage and the subjects has to be chosen from the List A and List B respectively which is already set by Delhi University.
