It doesn't matter that you are government college student or private college student you should attend for polycet councelling. It is compulsory for everyone to participate in councelling. This councelling is done in order to check your certificates and give an ROC form which you need to submit in your college.

Hope you are doing well. Polycet exam is an entrence exam to persue your diploma degree which will be duration of 3 years in your desired field of Engineering. For appearing this exam you need to have 10 th or its equivalent qualification. After applying for this exam you need to attend the exam in the allotted centre. After that you need to attend the counselling and during counselling you need to verify your documents. The list of documents you need to present during counselling are listed below:
1. 10th or its equivalent matksheet
2. 4th to 10th study certificates.
3. Polycet Hall ticket
4. SSC Hall ticket
5. Polycet rank card
6. Aadhar card
7. Transfer certificate
8. Caste and income certificate
9. Bonafide from the school
So you need to have those documents. If you don't have any of the documents then your application will be pending and you will be not allowed to get admission into the desired colleges. And the minimum marks you need to score in the exam is 36%. The first priority is given to sc and st candidates and then given to other students according to the rules made by the authorities. So compulsory you need to have all documents for appearing the counselling. I hope you got some clarity on this.

According to your rank in polycet you aren't eligible for get seat in masab tank. Because your rank is too high. You can't get seat in any govt college, unless in rare cases. Better to choose any good private polytechnics to pursue your diploma.
To get seat in government polytechnics you'll have to gain least rank(100-1000).
