Post graduate degree in any department always choosing 1st choice of government college. First reason that there fee will be very less. And you can have opportunity for government college degree. Like some professional pg courses completed when you go for job then they are notice which college you pass out.
But you can join private college also. One thing is in private college fee is higher than any government colleges. And you have same Education like government college. Infact some colleges are organised tour or project trip etc. So it's totally your choice. Which college you will choose for pg.

In private engineering universities the fee for each semester will be around Rs. 45000. So, the total fee for four year UG engineering course will be around 4-4.20 Lakhs. also, if you opt for hostel then there will be separate hostel fee which will be around 30-40k per semester.
If, you are TFW candidate and get admission through TFW rank in counselling then your fee will be very less.

As you have mentioned not include private universities, I have listed out only government institutes that provide B.Pharm course. Most institutes offer around 100 seats and in some it can be 40-50. Various colleges affiliated to Andhra University provides 100 seats each which you can know from the below link .

There is no national policy as such and it depends on the university completely to provide fee reimbursement based on certain factors.However if you avail for various scholarship tests (national level or state level) then you can get fee reimbursement based on the policy as mentioned.However it depends on the university you are enrolling to.

Private universities take higher turion fees.But placement structure in private universities are better than government universities.
