see most of the psus has eligibility criteria of 60% marks in graduation with gate score , and same type of criteria is true for m.tech eligibility criteria. so even if you have secured 45 out of 100 in gate score, you have very less chances to get selected
see generally psus hires for engineers who has completed b.tech course in relevant discipline with valid gate score on respective domain. you can not apply for psus just that you have gate score. you need to check the eligibility criteria and requirement for the specific post. however so far

See if you appear for GATE examination in your third year and qualify it with good score then you can take admission to NITs/IITs or can go for PSUs as well, only after completing your final year but yes if you qualified it in third year then there
There are no such criteria regarding 12 that will lead you to not getting a PSU. You should be certain that you have >55% in graduation and a good gate score. If you satisfy these two you will have a good chance to get a job in PSU.
