Placements: The placements are not good. CSE had good placements of 60 percent. Don't choose this college for job opportunities. The best package is 15 lakhs per annum, and the average is 4-5 lacs per annum. Recently, it became even worse. NIT Goa and Delhi had great placements.
Infrastructure: Despite being a new college, development is going on. If it is finished, it would be a great campus. Sadly, it would take a lot of years to finish, but everything is okay. This year, they finished considering ATM and store, so I think we got it, but it is very slow.
Faculty: There is only one professor. All the remaining are assistant professors, that too, CSE ma'am is a professor. Due to very fewer classrooms, they dived the first year into two groups. We can use one big classroom in which 150 students would fit in.

As this scholarship is available for college students students of Nagaland, Manipur and Puducherry can also apply for this scholarship.
Since the government colleges cutoffs under Sc category have exceeded 400 , you still stand a chance in Private colleges under MQ. But this year even private college cutoffs have gone high so it's not that good of a chance. You should still try it out because under MQ you might score a seat.

NIT puducherry in terms of placements is good in mechanical branch almost 90% students placed.The highest package is 17LPA while the average package is 6LPA.Many companies visit this campus for placements like IBM, Samsung, Tech Mahindra, L&T, Tata, Snapdeal and Infotech.IIIT dharwad is not so good in terms of CSE placement as placement percentage is 60%.Take decision wisely based on your interest because interest matters the most.You can use the below tool for college comparison

According to the High court of India, it is the place where the student is residing for a certain amount of time (current residence that she is holding) is what determines the nativity/domicile of the candidate. However, there are seats reserved only under the Army quota but that is totally different here.
Moreover 85% of seats are reserved under the home state quota and 15% under the All india quota so everyone from anywhere can apply keeping in mind these two procedures of counselling criterions. To put simply, in a certain state, the residing (state) candidates are considered first then the non state residents. If she's a resident of Kerala she will fall under the home state quota and to apply in colleges of other states she will be admitted via All india quota and vice versa.

As far as your AIR is concerned, keeping in mind, JIPMER is one of the best Medical Institutes next to AIIMS Delhi, the small intake of JIPMER, and that too since JIPMER doesnt have its own test and intake is totally through NEET, you perhaps have bleak chances and might just make it. The expected cutoff will surely be no less than AIR 400-500 for General Category. However you do have other excellent options at your Rank like newer AIIMS, KGMU Lucknow, CMC Vellore, MAMC Delhi and other top medical institutes.
