The criteria of allotment of state Quota is basically decided on which the student have taken the last education in the year of allotment of state Quota. As you have completed your 11 then 12 class examination in the state of Haryana then according to state rules your state quota will be of Haryana. Although you have completed your class 10 examination in the state of Punjab yet give the completion of school education in the last will be on count of state Quota.

YES, you can appear and give NEET examination in Madhya Pradesh even if you are from Punjab.  You will be given with  3 choice to select the place where you want to give exam, in which you can choice any place/ in any state. Make sure When you will do registration than fill your current address Examination centre city where are you want to write your Examination.

But, you can not avail the benefits of NEET state Quota in Madhya Pradesh as you do not have the domicile of madhya Pradesh(the state on which you are going to give the exam). Only the candidates who are domicile holders of the state of Madhya Pradesh are eligible for the 85% state reservation in MP NEET .

The home state quota of JEE Main is that state from where you have completed your class XIIth. Since you'll be completing your class XIIth exams from Haryana, thus the home state quota that you will be able to avail will be of Haryana.

Since you will have home state quota of Haryana, thus you will find it easier to take admission in various courses of NIT Kurukshetra, which will provide you admission at a lower rank than usual due to your HS quota.

Only bo nafide residents of Punjab are eligible for the 85% state quota seats through the Punjab NEET-UG admission process. However, exemptions from this rule are given to:

• Candidates who have studied in Punjab for five years. Also, candidates who have studied for two years just before NEET.

• Candidates whose parent/s were working with the Central Govt. of India/ Punjab Govt./ or All India Services and have now passed away.

• Candidates who are children/ dependents of Central Govt. Employees (now not alive) who were posted in Punjab for at least 2 years out of 3 immediately preceding the year of passing Class XII or equivalent were posted outside of Punjab for some time during this period.

• Candidates born in Punjab who are children of late Defense/Para Military Personnel.

• Candidates who are children of Defense Personnel posted in Punjab.

Hence, you are eligible for the Punjab state quota. You will have to wait for the Punjab government to release details about the Punjab counseling admission and then apply through https://bfuhs.ac.in/ , upload the required documents and wait for the counseling to begin.

• Aspirants who have studied for 5 years in Punjab or have studied in Punjab for 2 years just coming before the qualifying examination for admission.
• Children of

1. The workers of Punjab Govt. stationed in or out of Punjab State or working on delegation have at least 3 years of service.
2. The worker of Govt. of India posted in Chandigarh or Punjab in connection with the affairs of the Punjab Govt. for 3 years.
3. The employees of State Govt. institutions/undertakings that are positioned in Chandigarh or jab aboutirs of the Punjab Govt. for 3 years.
4. The workers have 3 years of more employment in independent bodies/ companies in which Punjab Govt. has 20% or surplus shares.
5. The inhabitants who are living out of Punjab their service or with the GOI or with the employees of the Govt. of Punjab

• Children  of the pensioners of the Punjab Government
• Children of individuals who have lived in Punjab or had inhabited Punjab for 5 years or more.
• For children of individuals who have maintained steady property in Punjab for 5 years, the property should be in the name of the parents/guardians or the candidate itself.
