Yes, the OBC certificate is valid for the Punjab state government jobs
OBC certificate is valid for any state in India so just go and give the exam
OBC Other Backward Classes-Non Creamy Layer. It is a certificate issued by the central govt to people who are under the central obc list and whose income is under 6 lakhs p.a. for the reservation to educational institutions and jobs .
SO if you have that certificate then use it.

But because you are a resident of Punjab, you are eligible to try securing one of the 16 seats available for Punjab category students based on their 10+2 marks.
