I see that your state rank according to the merit list of Punjab for NEET UG 2021 state counselling is 429. According to the list your marks in NEET 2021 examination are 595 with an AIR of 21,036 .
See,as of now it's very difficult to predict the exact cut-offs as they keep changing every year depending on various factors like no. of students appeared, difficulty level of the question paper ,seat matrix and overall performance of the students . But we can have an idea of your probability of getting selected into your desired medical college based on previous year's cutoff scores and ranks through State quota .
As per 2020 state cutoffs in Punjab ,you can get the following government medical colleges given that you belong from general category:
1) Government Medical College,Amritsar -NEET 2020 closing AIR-25,642
2) Guru Govind Singh Medical College,Faridkot -NEET 2020 closing AIR-27,426

Certainly yes, if you have a residence proof of Punjab it makes you eligible for Punjab state counselling and if you have completed your secondary education from Delhi it makes you eligible for Delhi state counselling as well.
