Most of the states allow non domicile candidates to participate in their state counselling. This is true for punjab also. To apply, you will have to follow the given procedure:
1. Go to the BFUHS official site and check for registration of counselling
2. Fill in the registration form as a candidate from other state, pay the registration fee and submit the form (also download it for future references)
3. The university will then release a combined merit list. Your name will be mentioned along with your marks, state, and date of counselling
4. You will have to attend the counselling (online/ offline)
As a candidate from other state, you are only eligible for management seats in private colleges which are:

PIMS, Jalandhar

You could choose CSE Branch in any of these NITs. Nowadays Placements of CSE is best so you should go for CSE. In JOSAA Councelling, you should fill whatever branch you like to have in any particular NIT.
