Well supplementary examination is held for the students who unfortunately did not qualify 12th or likely get failed to get minimum passing marks in a particular subject.
Supplementary exam is held so that students get chances to qualify the exam.
However you should note that the examination paper of any particular subject in supplementary exam is not same as the board question paper.
The exam is held for testing the knowledge of students, hence the questions are asked on the same concept and from the same syllabus which is asked in board exam.
But the exam question paper is totally different with the previous one.

No, kvpy sx is for students who are enrolled into 12th standard and kvpy sb is for students who are enrolled into 1st year bachelors program and hence obviously the question papers are different from one another. there is another exam known as kvpy sa, it is for the students enrolled in 11th grade.
