Unfortunately not, you cannot apply for any deemed university through any state counselling because all the seats of deemed universities are filled through AIQ counselling. So if you want to take admission in any of the Deemed University then you have to apply for it through AIQ counselling

The state has not yet announced when the state rank will be released. The counselling sessions has already started for All India Quota in the last month. The first round has already started. The admission is based up on your All India Rank or AIR this year

Jammu and Kshmir doesn't participate in All India Counselling. So if you hold the domicile of Jammu and Kashmir, then you cannot take admission in any other Medical/Dental College except for Jammu and Kashmir. But if you want to, then you have to submit an undertaking called self declaration form
The fees mentioned for deemed colleges isn't for management quota. It's for the people coming in the merit list, ie, these are the fees for normal seats.
Management quota seat cost is even more.
*So the question arises, will people coming in merit list be willing to pay 15 lacs
The tuition fees for the government quota in private colleges is settled at Rs. 4 lakhs for the MBBS course compared to about a crore in that of private Universities. Apart from counselling for private colleges , the state authority will also conduct counselling for state quota seats in government
