if your college/seat does not get upgraded then you will retain the management seat previously alloted to you.

Yes , other state students are also eligible for Rajasthan state counselling but they will be eligible for only management quota seats in private medical colleges, moreover you will be eligible for seat allotment only in or after round 2.
