yes , if you have got management seat in round 1 then your college can get upgraded to government college in round 2.
if your college/seat does not get upgraded then you will retain the management seat previously alloted to you.
if your college/seat does get upgraded your management seat will be cancelled and you will have to take admission in the college alloted to you in round 1.
