Yes definitely all Diploma students can take admission in Btech degree course and are guven lateral entry directly into second year engineering based on aggregate diploma marks or through entrance exam.

As far as i know both of them are really nice colleges with best track records over the years.But considering the faculty and placement, in my opinion you should go for MSRIT.It has average package of around 4.5 to 5 lakhs per annum.

i am sorry to say as per previous cut offs you have pretty high rank  while there is no chance of getting GOVT Law colleges while you have very good chances of getting top self finacing colleges for greater information check the below link
