Yes definitely all Diploma students can take admission in Btech degree course and are guven lateral entry directly into second year engineering based on aggregate diploma marks or through entrance exam. 

Eligibility criteria is different although for all  Colleges. 

Fees for 1st year BE CSE branch In General category via KCET is 78.5K and hostel fee is 90k per year approximately  

Entire fee fkr other category sharedbelow.

i am sorry to say as per previous cut offs you have pretty high rank  while there is no chance of getting GOVT Law colleges while you have very good chances of getting top self finacing colleges for greater information check the below link

Chances are extremely low for Civil engineering at MSRIT as rnaks under 950 have high chances of conversion in General category. 

Good chances for Information science, Industrial engineering, Telecommunications engineering brnaches at MSRIT.
