For a OBC candidate, you need a percentile of around 99.50 for a home state candidate as the cutoff of previous year shows the closing rank at 5000 for cse.

With a score of 221.3 NIT Allahabad in Electrical Engineering(Biomedical Engineering) were slight higher than your score. This year if the cut off go down or they increase the cut off you might get a call. But probability is really low for these colleges.

To obtain admission at IITs, you must first qualify JEE Mains and then clear JEE Advanced. For a general category male, considering cutoff at IIT Ropar since you are from Punjab, you will need to obtain a minimum rank of 2000 for CSE and around 8600 for Mech.

You have got 95 percentile , which is quite good score but your board percentage is very less.

For a seat in NIT college, you must score minimum 65%( for SC category) in PCM in xii board.  With 55% you will get admission to BE or BTech course
