As you are having domicile certificate of Bihar so you will definitely be eligible for Home state quota of NIT Patna even if you complete your class 12th from Delhi, because during JOSAA counselling your Home state is not considered from your state code of eligibility but it is considered from your domicile so as you holds the valid domicile certificate of Bihar so you can definitely get the benefit of Home state quota for NIT Patna on the basis of your JEE-Main score.

MCC considers a central list for OBC caste for NEET PG counselling while taking students under All India Quota or AIQ. As you have mentioned that your caste is under the state list of OBC caste. So, you will be eligible for a reservation under the OBC quota in the state counselling if and only you apply for state quota seats. So you can of course avail the benefits of reservation under OBC in your state. As your caste is not involved in central OBC benefit, you will be treated as a general category student for the AIQ seat and won't be able to avail any benefits of reservation. Through NEET PG cutoff, candidates who cleared the cut-off will be awarded entry to 50% All India Quota (AIQ), 50% state quota, all deemed/central universities, ESIC/AMFS colleges, and private institutes.

Since you have a domicile certificate of Madhya Pradesh, yes you can avail the benefit of the 85% state quota as only the domicile holders of Madhya Pradesh can apply for MBBS and BDS courses offered under the 85% state quota. The remaining 15% of seats are for non-local students belonging to other states.

I would like to tell you that if you belong to the OBC category, then to get the benefits of OBC reservation in KEAM, your parent's annaul salary must be less than 8 Lakhs Ruppees. In order to qualify as an OBC non-creamy layer candidate, the applicant's parents' annual income should be less than Rs. 8 lakhs . Salary and agricultural income are not to be considered as income for calculating annual income for creamy layer status.

Income Limit of determining the Non-Creamy Layer Status is up to 8 lakh rupees per annum if you fall under the income limit then only you can claim for reservation under obc non creamy layer.even the state you belong i.e Telangana is also sets the same limit so unfortunately you cannot get benefits.

Hope you are doing great as per the question asked by you, no there is no as such caste based reservation or category wise reservation in SRM university Chennai as it is a private college and it does not give any type of reservation in its admissions procedures as only government colleges offers reservation based on caste or category.
