You have not mention the educational Board from which you have passed the highest secondary examination in Jharkhand. In cse you have passed from Jharkhand educational Board then you would be directly eligible for 85% state quota seats while if you have passed from some other board then you would have to show the permanent resident certificate at the time of counselling. The eligibility criteria are mentioned below in detail
Only local/permanent residents of Jharkhand would be eligible for the 85% state-reserved seats. Certificates for permanent residency will have to be furnished from the competent authorities.
Domicile holders of Jharkhand, who have passed Class XII from Jharkhand Board would also be eligible.

Lower age limit:- to be eligible for neet 2022 one has to be at least 17 years old by 31st in the year of appearing for the examination i. e 31st December 2022 in case of neet 2022
Upper age limit :-The upper age limit is 25 years as on the date of neet examination and there's relaxation of 5 years for obc ncl/SC/ST /PwBD students means upper age limit is 30 years for these categories.
†††† But since 2018, the case of upper age limit is pending in supreme court , and so there's no upper age limit as of now until supreme court gives its judgement over it.

Yes you will be eligible to do MBBS under PwD quota as you have Specific Learning Disability of more than 40% but less than 80%. But there is a condition that selection will be based on the learning competency evaluated with the help of the remediation/assisted technology/aids/infrastructural changes by the Expert Panel.
Also note that admission to MBBS will only be made through NEET UG so you have to appear for NEET UG.

Since your caste is not there in central list available at official website of NCBC so you cannot avail the reservation benefits of OBC-NCL but you can get yourself enrolled under EWS category if gross annual income of your “family" is below Rs. 8 lakh (Rupees Eight Lakh only) for the financial year and you do not possess any of the following assets :-
****** 5 acres of agricultural land and above;
****** Residential flat of 1000 sq. ft. and above;
****** Residential plot of 100 sq. yards and above in notified municipalities;
****** Residential plot of 200 sq. yards and above in areas other than the notified municipalities.
If you do not possess any of the above enlisted asset then you can definitely apply under EWS reservation and get your valid EWS certificate.

With reference to your above mentioned query, i would like to tell you that you wouldn't be able to get reservation as OBC category because your OBC Certificate is not valid for JEE mains 2022 examination.
For a valid OBC Certificate, your OBC Certificate must be issued on or after 1st january, 2022 if you want to get reservation for JEE mains 2022. However, if you don't have the new certificate issued yet, you can apply a self-undertaking and could register yourself for JEE mains 2022. And after some days if your new OBC Certificate gets issued, then you can apply for the same.

With Autism Spectrum Disorder of 46% you are eligible for admission to MBBS course but you are not eligible for PwD quota this is because as per the Guidelines regarding admission of students with "Specified Disabilities" under the Rights of Persons with Disabilities Act, 2016 with respect to admission in MBBS course.
