Hello Student, there is no such reservation for dam affected people of Maharashtra . Only the candidates from general reservation category like OBC and SC and ST and PWD can get the reservation according to their category in Maharashtra and throughout India. There is no reservation facility for the dam effected people of Maharastra in any of the national level or State Level entrance Examination for taking admission in different courses like agriculture, engineering and medicine courses or general uh and pg courses.

There is no mention of Dam impacted certificate in the needed documents for NEET UG 2021 counselling for the state of Maharashtra. So, most likely, there isn't a reservation for this. But there are reservations for people of following category-
Non-Creamy Layer (for DT(A), NT(B), NT(C), NT(D), OBC and SBC)
SC and ST Students
EWS Category students.

With reference to your above mentioned query, i would like to tell you that with the above rank scored by you in NEET 2021, it is difficult for you to get any admission seat in Givernment medical colleges in West bengal as the your cutoff rank is quite low. Teh NEET Cutoff varies every year and is different for different category students. So, it's diffficult to predict precisely which colleges you can get in WB with this rank in nEEET 2021.
The NEET Cutoff depends on several factors like ; number of aaspirants appearing in examination, difficulty level of the examination, previous year cutoff trends etc.
However, you can try looking for some of the private medical colleges in West bengal as you have some chances t get seat in those colleges.

See first of all I would like to make you very clear that now there is no reservation in any medical college through NEET UG score for dam affected candidates, so you won't get any benefit for this but yes if you have any other reservation caste which is still allowed for medical colleges pf Maharashtra like General or NT or any other state level reservation then your brother can avail benefit of that for state quota seats.
See it is quite difficult to help you with the exact list of colleges as the counselling is yet to be conducted and the cut-offs keep on changing every year but yes we can provide you the list of colleges that you can get based on previous years cut-off data.
So on such marks he has very low or almost no chances to get any of the medical colleges under state quota of Maharashtra. No you will not be considered under OBC-NCL reservation category for admission to either NSUT/IIIT-D/DTU. This is because if your category does not lie under the central reservation list of OBC available on the official website of NCBC and therefore you cannot use the OBC reservation certificate issued for state level benefits of Uttar Pradesh, in Delhi colleges.
For admission to aforesaid institutions you need to appear for JAC counselling for which you will have to use your category as general until and unless you lies under the central reservation list available at the official website of NCBC.
As per the reservation criteria of last year JEE-Main, you are eligible for PwD reservation in JEE-Main but note that for some branches like Mining and Metallurgical and Material engineering you might face some restrictions because low vision candidates are not allowed for such branches so make sure to confirm that once from the institution's website.
For JEE-Main and JEE-Advance you are definitely eligible for PwD reservation quota of 5%, so you can avail that but make sure you have valid PwD certificate.
See there are only 5 categories for seat allotment through AIQ counselling, General, SC, ST, OBC and EWS. No other vertical reservation is there but there is a horizontal reservation of 5% for PwD candidates across each category. No other reservation is provided for AIQ seats.
Unfortunately on such NEET rank you cannot get any of the government dental college for BDS through AIQ counselling and also please check once that even you are qualified for NEET 2021 or not and the cut-offs for NEET UG 2021 are as follows :-

See the candidates having more than 40% of vision disability are not eligible for admission to medical courses but there is a case in which they can be considered as eligible for NEET UG and admission to medical courses. The condition is that if the disability of vision can be bring down to near benchmark percentage of 40% using advanced low vision aids then the candidate would be eligible for admission to medical courses under PwD category reservation.
So if you can go for such treatments and bring your disability percentage of vision to near 40% then you can apply for NEET UG and also note that there are some other conditions for NEET UG as well which are given below :-
** You must have passed 10+2 from any recognized central/state board.
** English should also be in your curriculum of class 12th and also you should have passed in it.
** You minimum age should be more that or equal to 17 years by December 31st 2022, as per the current eligibility criteria.
** As of now there is no upper age limit for NEET but the case is pending in Hon'ble SC and by 2022 if the verdict comes then the upper age limit may be decided and it can be either 25 or as decided by SC.
