There is no such reservation for dam affected certificate holders for Maharastra State in NEET UG exam for MBBS seat in the states of Maharashtra. Even it is not possible but you can carry this certificate in the counselling phase asto if there is any possibility of getting reservation on the basis of these dam affected certificate advantages in the state counselling process.

NT-C is a state level reservation in Maharashtra which is not valid at central level/ AIIMS. At central level nt-c is under obc, and if your family income is less than 8 lakhs per annum then you belong to OBC NCL at Central level for which there is 27% reservation of seats in AIIMS and then you can get OBC NCL certificate made and then you will be able to avail reservation in AIIMS

In order to be able to appear in NEET you need to be eligible for it.To be eligible for neet one must be either appearing for 12th board examination or should have passed 12th board examination with physics, chemistry ,biology/biotechnology and English and must have got at least 50 % in aggregate of PCB i.e Physics, Chemistry and Biology /biotechnology in 12th examination if belongs to general category , or at least 40% in aggregate of PCB if belongs to Obc/ Sc /stcategory . Also to be eligible for neet one has to be at least 17 years old by 31st December of the year of appearing.

It is difficult to predict because cut-offs changes from year to year and Cutoffs depends on many factors like caste category, difficulty level of the exam, number of seats available, number of students appeared in the exam, etc.
For your NEET UG score, based on previous year's cut-offs, it is difficult to get BAMS seat in Colleges in Karnataka.
