Yes, Bihar's Chief minister (CM) Nitish Kumar asked the officials of the science and technology and the health and medical education departments to take necessary steps to reserve minimum 33.3% seats for girls in all engineering and medical colleges.
So yes the 33.3% quota for girls has introduced in all engineering and medical colleges across the state from the academic session (2021-22).

Benifit of having reservation of dam affected area certificate in NEET ug counselling is only if you go through state quota counselling for maharashtra state . It will definitely provide you reservation and by this it's cutoff is expected to get lower by around 15-20 marks than general category but do not expect much more lower cutoff than that.

You heard about Dam certificate reservation in Maharashtra is there but it according to marks and category wise.The benefit is that the marks you need to score is less than few of the categories and there is a reservation for the same. And if your score is around 500 in NEET UG there are chances for you to get a government seat for MBBS in Maharashtra.
And Yes, there is a chance to get the admission in government college with 489 rank and as you said that that you have the dam affected certificate so you'll get the benefit of that also in your admission process.
