The thing which you have to do is check if the caste which falls under ST category in Himachal Pradesh also falls under ST category in Delhi too, because some castes differ from state to state. Also there is a separate Central Delhi list for SC category, so it's very difficult to say that your caste would fall under that list.
So your best option is to get a SC Certificate from Delhi.

Yes , you can get reservation on agriculture certificate various university and institutions have reserved the seat for agriculture students.
Yes , admission is started in various college . You must have passed 10 +2 from any board with the percentage of 50 % and above you must a domicile certificate, income certificate , if you are not from General category you also must have a caste certificate which are submitted when you seek admission in any college.

Yes ,you are right various colleges do provide defense quota to the candidates taking admission in MBBS program. If your mother or father are in any of the services ( Army, Navy or Airforce) or they are ex-servicemen with service period of at least 10 years then you are eligible for it. But with condition that both you and your parents holds the domicile of UP. And 1% quota is there in UP colleges for the defense personnel. And you have to apply on NEET portal during your counselling session for the defense quota.
