As per the official guidelines of GATE authority mentioned in the brochure, producing caste/category certificate is mandatory for availing the benefits of the same. So if you have not submitted the OBC-NCL certificate at the timer of your application you will be considered in GEN or OPEN category and you'll not be able to avail the concession given to the students belonging to the same throughout the course you have taken admission for.

To predict whether you will definitely get a seat in a college is an uphill task as cut-offs for colleges change every depending upon several factors such as-

• Number of applicants in NEET exam

• NEET question paper difficulty level

• Score of the candidates in NEET 2021 result

• MBBS/BDS seat matrix 2021

NEET 2021 Cut-off goes like :-

• General - 50th percentile

• SC/ST/OBC - 40th percentile

• General-PwD - 45th percentile

• SC/ST/OBC-PwD - 40th percentile

Now since the NEET paper this year was a bit tough compared to level of paper of previous years, so the cut-off is expected to lie between the cut-offs in the year 2020 and 2019.

Hope you are doing all good. Your question seems to be incomplete as you have not mentioned the name of the exam where you ranked 38696. Also you need to mention your reservation category so that accurate answers can be provided.

However, any exam it might be, unfortunately with a rank of 38696, it is very less likely that you'll get a free seat in Veterinary college in AP.

• In the state level counselling the only required is cast certificate to which you belong
• As you belong to bc-d you should have a bc-d certificate
• If you have that you are eligible for state level counselling .
• There is no connection between obc certificate and state caste certificate
• And you don't need a obc certificate for state counselling
• So don't worry do apply for state counselling
