The criteria for admissions in colleges include the complete NTA score and not the subject wise percentile. Though your overall marks are quite low and thus it won't be possible to get into any Government college. At this point of time you have another 3 attempts so work hard for them. All the best

I would advise you to work seriously, and improve your percentile with each subsequent session of JEE Main, for better prospects.
You didn't mention which examination percentile it was. But i assume that it's a JEE Mains examination percentile. So you got 78.2%. Your score is between 41 to 50. Which is not so good dear. And your rank between 246089- 175204 . So i suggest you that give the 2nd phase of JEE Mains examination 2021. And keep studying for yourself so you can get good marks.
You got 60% so your score is 31 to 40. Your rank is between 385534 to 264383. You didn't mention the which category student you are. Because general category student cutoff 90%. So in this rank you didn't get government college. So I'll suggest you give the 2nd phase of JEE Mains examination 2021. Or you can give another engineering entrance test. It will be better for you.
With 85 Percentile in JEE Main 2021, assuming you are from Uttar Pradesh State, you have fair chances in securing one of the Good Technical Institutes under UPSEE (AKTU Uttar Pradesh) having good infrastructure, faculty and a good employer outlook.

However, I would advise you to currently concentrate on the rest sessions of JEE Main. Target securing anywhere near 93-95 Percentile by your Final Session, followed by securing a seat at one of the Good State or Government Engineering Colleges with great career scope and placement prospects.
Try improving your score with each consecutive attempt of JEE Main. You secure 80 Percentile in Feb Attempt, target securing anywhere between 84-86 in the next attempt, 90 in the third, and target anywhere near 95 in the final attempt. Seems tough, but is totally possible, if you are destined and keep improving to secure a seat at one of the Good State or Government Engineering Colleges.
You should ideally work on your test taking strategy, cpmplete your syllabus confidently and start regular revisions by the time your 3rd Attempt comes near.
