when you submit an application the details that you submit as well as the documents that you upload have to be final and updated, otherwise there is a problem of invalid data uploading. the data that is uploaded needs to be accurate and the documents that are uploaded should be validated prior to application itself

On the basis of the information that you have given you submitted your RTI application last week and under the RTA Act a minimum number of 30 days are given to the PIO to reply to any application. Therefore you will have to wait till the expiration of 30 days and then you can file an application to the first appellant authority if you have not received any reply on your first application.
RTI - Right to Information Act.
This act will lead you that how to get your refund. But it won't get back your refund. You just go to the post office and buy RTI stamp which cost around 10rs. Then write down your questions in a white paper. Then that letter to whom you want to ask.
From post office you will get a receipt. After the letter you send, within 30 days the official should reply you back. So surely you will get a reply.
Just ask question that you asked here. Ask why I can't get refund or what is the process or mistake is mine or yours or how to get it kind of.

Hello avtar31193 , An Indian Postal Order is a useful way of sending and receiving small amounts of money from / to any corner of India. An Indian Postal Order can be used only for making RTI payment to a Central Government Department.
In case of Government of India, the prescribed application fee is Rs. 10/- which can be paid through a demand draft or a banker's cheque or an Indian Postal Order payable to the Accounts Officer of the public authority.
So,yes you can use 50 rupees indian postal order.
