If your school does not register for NTSE, you can download the NTSE application online from the official website or get the hard copy from the Liaison officer of your state. You can obtain the form online but will have to submit it offline only to the liaison

You will not consider home state in uttrakhand even you have domecile certificate because you passed your board from other state.

No school will change its program for JEE mains january. School will complete their syllabus like before.

Only students who are studying in class 10 are eligible to appear for NTSE exam. As you have already passed class 10, you can't sit for NTSE.
