You should go with your class 12th score since your rank in CLAT must be on a higher side and with class 12th score you get an opportunity to give a test at UPES and secure a seat there. UPES generally take students by their own test also

Yes, this is somewhat right. Apart from MBM Jodhpur, there isn't any good college which you can get through REAP. Also, UPES is more famous for it's petroleum-related branches. So, if you're planning to take CSE in UPES, I would suggest you to look for other better options.

UPES in ok for b.tech but what matters the most is the skills and knowledge in the span of those 4years.

your placement and package will be directly affected by these two things.
