Yes, this is somewhat right. Apart from MBM Jodhpur, there isn't any good college which you can get through REAP. Also, UPES is more famous for it's petroleum-related branches. So, if you're planning to take CSE in UPES, I would suggest you to look for other better options.

UPES in ok for b.tech but what matters the most is the skills and knowledge in the span of those 4years.

your placement and package will be directly affected by these two things.

talking about the average package, its around 4lacks PA

In UPES upto 20% seat is given through JEE Mains score and minimum 60% percentile score in JEE is needed for admission in UPES for B.tech in Upstream & Petroleum Engineering. However you should also apply for UPESEAT Paper because 80% admissions are done on this basis.
