In 2014, the Haryana Open Board of Schooling (HSOBS) was established and registered.
The Haryana Open Board of Schooling (HSOBS) proposes collaborating with the Haryana State Government. It may spread its wings to similar enclaves in other States as a result of the experience accumulated over time.

So first make a schedule that you will be going to school on some specific days when you have important classes rest you will stay at home and study hard. If you have passed your 12th from any school of Delhi under any board the you are eligible for the Delhi 85% state quota seat for the NEET counselling. You can use the EWS certificate from Jharkhand as a category proof and there are no issue of problems regarding that.

As you have mentioned that you have secured 17k in ap EAMCET and considering your permanent resident in ap and your father belongs to army do you would definitely get the benefit of that.
However there are other factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college previous years cut offs and difficulty level of the paper.

The student is applicable for both state's counselling. According to previous year cutoffs trend, the candidate have low chances for getting admission in government medical colleges in both Delhi and Bihar. However remember that cutoffs changes every year due to various factors such as number of students attempted exam and number of students participated in counselling, difficulty level of exam, reservations and more. So nothing can be predicted with certainty until the official announcement of cutoff.

As per the eligibility criteria, if you are a bonafide residence of Uttar-Pradesh, and you or your parents have domicile certificate of UP that means you are eligible for state quota, your parents domicile certificate is optional in case you have your own domicile certificate of UP, so overall you are eligible with your own domicile certificate of UP residency.

As per your question i would say that the Haryana Council for open schooling never comit to everyone for further study and employment. The courses offered are only for knowledge and wisdom. The certificates are valid and you can try for higher studies in universities. Based on your marks and cutoff you have to appear for entrance exams and get into the admission procedure if selected. Go to the University website and check the details on admission, fee structure etc.

If your son is now in 9th standard then it is not the right time to start coaching ,you should start the coaching in standard 11th ,also many students join coaching in 11 th ,also coaching and schooling can be managed easily with proper guidance and strategy ,also if your child is brilliant in studies then there can be no need of coaching .Rest depend on you

Since you have very clearly stated that you have a domicile certificate of Gujarat also you have completed your education upto class XII from Gujarat, you will have to provide the Scheduled Caste (ST) category certificate made in Gujarat and signed by the competent authority to extract benefit of reservation meant for ST category candidates. You ca n't use the ST category certificate made in Madhya Pradesh for the same. Also you will be appearing for State Quota counseling so it makes it more necessary to have all the documents from that particular state.

As you have completed your 12th from Delhi so you will be eligible to to take the home state benefit of delhi to take admission in Delhi University.
But as you have the caste certificate of Uttar Pradesh then it will limited to Uttar Pradesh only, and if you want to take admission in other state then you need the caste certificate issued by all Indian government not the state.
So please create the caste certificate of All India or the Delhi state (only if eligible i.e. if you have the Address proof of Delhi) so that you will be able to participate as a SC candidate in the counselling of Delhi University.
