In simple words your percentile score depends a lot on the performance of all the students appearing for the exam. Considering the competition, 65 percentile isn't great, but there's nothing to loose hope you'll get another chance. On a comparison basis a percentile of 95 can be compared to a rank of somewhere around 65k which is enough to clear the cutoff for jee advance but will not fetch you a seat NIT(general candidate). So a percentile of 97 and above has chances of getting an NIT or IIIT.

From my point of view,JMI is considered as one of the top govt.college which is best in CSE after NIT and IIT's and i heard that getting placement in Jamia is not so easy in these days.
and PICT is also be like JMI.i suggest you to go for JMI, then dont forget to thing about the important factor that is location of your residence

To get admissions in PICT Pune, you would be required to have at least 50% marks in your class 12th with subjects Physics & Mathematics as compulsory and any of these Chemistry/Biology/Biotechnology/Technical Vocational Subjects. 5% relaxation is given to the backward classes and candidates with physical disability.
Also, you would be required to secure non-zero postive marks in JEE Main Paper-I or MHT-CET examination. The candidates with JEE Main Paper-I score will be given the preference over the candidates who appeared in MHT-CET examination.

It is highly advisable to not follow the marks required or cutoff for preparation, rather, prepare from the entire syllabus following the exam pattern of the exam so to get good output.

There are two ways to get into the PICT, Pune.
MHTCET way: You need to get atleast 160+ in MHTCET out of 200 to get PICT, Pune CSE.
JEE MAIN Way: You need to get atleast 170+ in JEE MAIN out of 360 to get PICT, Pune CSE.
