Indeed, you are qualified to apply for CS Foundation program in the wake of passing B.Com last year , as least capability required is Graduation. The Institute of Company Secretaries of India (ICSI) will lead CS Foundation assessment for June 2022 meeting on June 15, 2022 and June 16, 2022. ICSI will lead the test for CS Foundation program in Computer Based Examination (CBE) mode through remote delegating. Applicants who are as of now enlisted under the CS Foundation course can show up in the test till the legitimacy of their enrollment period. From December 2021 onwards, ICSI is directing CS Foundation tests just in remote administered mode. The test structures for the impending meeting will be accessible soon.

As per your query I would like to inform you that if you have backlog in any of the semester you can reappear for that exam in the next year. Since you had backlog in your 4th semester you must have reappeared in that examination in your 6th semester. If you have passed in the re-examination you will not face any problem while taking admission in any of the institution be it Young Men's Christian Association - YMCA, Faridabad.

It specifically depends on the College or University's norm regarding clearing of the backlog schedule. What may be the norm of one University may not be the case with every College. Some Colleges provide for the students to clear their backlogs of the second last semester at the end of the semester along with the last semesters exams. But not every Institution functions that way. You can know about your college norms regarding backlogs through your TIC or Proctor or any teacher or mentor.
The schedule for third semester entrance examination will be released by the examination department of your institute. Please check the updates and notifications released in the official website of your institute to know the schedule for third semester examination for the course Bio-Medical Engineering.

Btech is an undergraduate degree which is of four years.
For each year there are two semesters. So, there are total 8 semesters.
Eligibility : You need to complete your 12th standard with 45% in PCM stream.
Entrance exams :- You can take btech course in either IITS, NITS, Universities, government colleges or private colleges. You need to qualify in JEE mains, JEE Advance in order get a seat in IITS and NITS.
Universties conduct there own entrance exam to get into btech course.
Inorder to get admission in government colleges you need to qualify in state level exams like ap eamcet, ts eamcet etc..
