If you wish to continue your Graduation then you must have fill up the fees. Or you can write a letter to your university seeking some sort of aid or asking them to allow you to appear for the exams by telling them the reason of you not being able to pay the fees. They might accept it and you can get the chance to continue with your studies.
For the semester you missed, you can appear for it in the upcoming odd semester.

As you want to change the college after your third semester is over. Yes, you can switch colleges during the third semester of your second year; however, you must follow some guidelines when doing so:
Then, after paying your fees until the end of the third semester go to your administrator's office and pick up all of your certificates, such as 10, 12, and TC.
However, before changing colleges, you should contact the colleges where you want to enroll because most colleges do not admit students in the middle of the year or halfway through the course.

As of now students with biology as an additional subject are eligible for neet so going by this.
Yes, you would be eligible for NEET 2022 if you have study Biology as an additional /optional subject from any recognised board like NIOS, no need to pass physics and chemistry again.
This is because,
The eligibility of students with Biology as an additional / optional subject is in the supreme court but until it gives its judgement students, these students are eligible for neet
Here's the eligibility criteria for NEET :-
-----------) Qualification required :-As per Neet eligibility to be eligible you must be either appearing for 12th board examination or should have passed 12th board examination with physics, chemistry ,biology/biotechnology and English as core subject.
† ††Important Note :- Students who have passed Biology as an additional subject are also provisionally eligible for neet until Supreme Court gives its judgement. For neet 2022 there's still time left so in meanwhile if judgement comes then eligibility of biology additional students will depend upon the outcome of judgement.
-----------) Percentage required :- You must get
at least 50 % in aggregate of PCB i.e Physics, Chemistry and Biology/Biotechnology in 12th examination if belongs to general category
at least 40% in aggregate of PCB if belongs to st/Obc/ Sc
at least 45 % in aggregate of PCB in case of pwd candidates to be eligible.
-----------) Age limit :-
Lower age limit:- to be eligible for neet one has to be at least 17 years old or more by 31st December in the year of appearing for the examination .
Upper age limit :-The upper age limit is 25 years as on the date of neet examination and there's relaxation of 5 years for obc ncl/SC/ST /PwBD students means upper age limit is 30 years for these categories.
†††† But since 2018, the case of upper age limit is pending in supreme court , and so there's no upper age limit as of now until supreme court gives its judgement over it.

Hi, it is completely fine to have a job before you graduate. What you need to look out for is if your firm where you will be working will allow you to study and work at the same time or you can complete your studies and then start your job. EVery firm has its own set of rules and hence it depends on which firm you will be working for. Usually when you get an offer and you are asked to join after your studies are completed they are merged that way. You still need to get it confirmed by the firm you will be working for. It doesn't matter from which course you belong to. What does matter is the knowledge and the clarity of concepts you get when you are learning and understanding. Also, It is must to describe your thoughts and opinions on paper such that you will be able to present them perfectly.
Since you gave mentioned that you are from bsc microbiology course so, it is not a big deal to handle the vast syllabus. You can do this without any hassle. All that you need is to consistent learning and hard work in studies. No shortcuts just simple learning every topic in detail from the beginning.
Follow a strict timetable and stick to it. Also, don't take any tension, you can simply learn everything.

You have mentioned the regarding the counselling you are enquiring. Generally, you are not eligible to participate in the counselling or get admission if you do not pass in the qualifying exam that is Bachelor's Degree and obtain the certificate on or before the last date as specified you will not be eligible to get admission. You have to meet the eligibility requirements at the time of admission. If you not obtain Bachelor's Degree certificate on time then you have to wait for a year and apply next year for admission or take admission in any other institute.
