If you have tag of NIT then you will be treated as different ( VIP ).
Also NIT have better placement and quality of education is good.
Fee structure will be very nominal if your parents income is less than 5lakhs.

You can't change the College affiliated to a different University in second year ,as change in University means Change in syllabus.
In most cases the the colleges affiliated to the the same University does not allow change in College even after they are having the same syllabus
