All the three Universities mentioned are good and diverse in their own terms and fields and it is very difficult to make a firm statement like that. However, based on experiences shared by students studying in these universities and other factors like ratings, placement reports, etc. it can be concluded that Sastra University is slightly better than the other two.

it is very difficult to predict the cutoff or whether for which rank the seat is given as it changes dynamically.

After BTech in Aerospace Engineering from Sastra University, I'd give you few options, which would perhaps lead you to NASA or similar Space Research Organizations.
1. After BTech, pursue MTech from some of the Good/Top IITs or IISc Bangalore. Post which you may get a Job with ISRO or some Top Aerospace Manufacturing Company. After few years of experience, you may perhaps pursue a PhD in Aerospace & Avionics Abroad in US or maybe directly apply for Opportunities abroad. PhD options seems better as NASA recruits lot of PhD in Scientist Positions for various projects from Top Universities in US.
2. Other option maybe, directly moving to US for a MS/MS+PhD after BTech and hence opportunities in Industry, Research & Academia in the Aerospace, Avionics, Space Technology, Rocket Industry Abroad.
Yeah, secondly chances are bleak you'll be able to become an astronaut with Nasa. Usually they'll always prefer US Citizens. However you may be an excellent Flight Engineer or Rocket Systems Designer, who knows you maybe selected for a Mission as Specialist deep in future.

Both NIT Silchar and Sastra University are deemed universities , but NIT is institute of national importance. Also, NIT Silchar has been ranked 24 by India Today 2021, ranked 9 by NIRF 2020 and Sastra has been ranked 25 by NIRF 2020. Both collges provide good facilities such as digital classrooms, hostel facilities, internet facilities, green lush campus, library sports etc and skilled faculty members.
The placement record of Sastra University for mechanical engineering is not as good as of CSE or Electrical department. The average salary package offered to mechanical students is around 3.6 LPA and most of the recruiting companies are mass recruiters. If you have any chances to upgrade your seat to CSE or ECE from mechanical then I would suggest you to do that.

It is not like that, about 70 percent of the seats are filled through stream 1(jee+boards) and rest of others through stream 2. So if basically there are 1500 seats in all then 1050 seats will be filled in steam 1 and 450 in stream 2.

sastra university b.tech admission is based on stream of admission.
stream 1: admission is based on jeemain and 12th exam score. 50% seats are filled based on admission in stream 1 process..
stream 2: admission is based on 12th course merit only. 50% seats are reserve for stream 2 process.
however the streams available on computer science is as follows:
it is actually quite difficult to predict which of the stream you might get. however chances is moderate for selection in sastra.
my suggestion is do apply for others institute as well.
