The eligibility criteria for MA Sociology is that candidates must complete their bachelors degree with sociology or any other social science subject. You are right, a candidate with only 3 year bachelor's degree can apply to Jamia Milia Islamia for MA sociology. Although you can check out Delhi University or Jawaharlal Nehru University for MA sociology, they accept any bachelor's degree.

The official website also mentions that the eligibility for Jamia entrance exam is graduation in any discipline with more than 55% marks. So I don't think it will be a problem if you've done B Tech as long as you got more than 55% marks.
But still it is explicitly mentioned that '3 years of Bachelors' is required, so I think you shouldn't take any chance and confirm it from the university itself before going any forward or maybe from a senior who has experienced the same.

Well usually the working hours are like normal that is from 9 to 5 in the evening but since most of the professors have their post doctoral work going on and research work going on, they might stay in the college or lab for as long as they wish and have work to do. But official hours usually is between 9 to 5.
