First of all I want to congratulate you for successfully cracking the Prestigious JEE Exam.
The JoSAA Counseling Process is held in 6 to 7 rounds, where the candidate gets Slide/ Freeze/ Float option once the Candidate is Alloted a seat.
A candidate choses Freeze option only when he/she is complete satisfied with the seat Alloted and he wants to lock his choice and is not interested in further counselling rounds, where Slide and Float option give the candidate a change to improve their seat allotment if seats are left out.
You should definitely go for the Float option of you are dissatisfied with your seat, but it mostly depends on the seat vacancy in other colleges for your chances to get a better seat. The priority list filled by you also decides your fate in further counselling rounds, so All The Best for Further Rounds!!

As per your marks mentioned I guess your rank would somewhere range around 5606 - 7256.On the basis of this rank i guess you have pretty fair chances of getting seats in some of the govt colleges.

From last year onwards the NTA introduced percentile system of evaluation. In this system the percentile cannot be predicted in advance because it depends on a number of factors. Nevertheless, I telling you the closing rank to get an idea.
The last year ST category rank upto which a candidate got admission is 9939 for chemical engineering and it was 9300 approximately for ECE and mechanical engineering. Hence your category rank should be less than this to be on safe zone.
