As you have got 28,180 rank you could have got any branch in SRM university except CSE .But other branches easily .But SRM university has genetic engineering in post graduation genetics engineering is not available for btech students.

Yes you will easily get cse branch in main campus. As SRM is having 3 campuses in chennai and one in Delhi and one in Andhra Pradesh according to your rank you will get CSE branch in any of these campus and also a chance of getting specialisation.

As you have got rank 32,008 in SRMJEEE according to previous year cutoffs it os difficult for you to get CSE in main campus bit you will get CSE in other campuses like ramapuram and vadapalani with specialisation. But also you can get ECE branch in main campus.

For counseling you definitely have to pay the amount of 210,000 and if you would be eligible for anything you would be refunded the balance amount. The counseling fee is 10000, if you want to quit your decision to get admitted to the college then you will be refunded

It would be difficult to tell you the exact detail about 2019 but In 2018 around 1, 72,825 students applied online out of which 7600 were called for counselling.
