Hello Prateek
First of all if you're changing college with different University then it is hardly possible but if you're changing college in the same University then it might happen it will basically depend on your marks and you have to get a NOC from Your current college . Contacting the respective college itself may make the transfer process happen and easier.
To be honest I don't think St.xavier stand any chances to be compared with iit Bombay even if i consider the programme which is msc physics because iit Bombay is the most premier institute in india. Its placements is far more better than st. Xavier's Bombay. In case of infrastructure st. Xavier's is a better one with good structured buildings. Iit Bombay too has good infrastructure but not better than st.xaviers.

In MSc biotechnology department is good here like other departments. So many good companies are coming here for placement. And highest salary 4 lpa.

So ifyou want to do a specialisation course you mean go to send your wits college otherwise you should go for hlcc.
For college fees it would be better if you directly look into the college website then it would be more clear about the fees.
