Your caste hierarchy is irrespective in this matter and so what is of primary concern is that if you have OBC certificate issued in your name from your state government,i.e., either OBC- Creamy Layer or OBC- Creamy Layer.

You cannot attend the TS Eamcet counselling when ever you want. Because the counselling is run in a process. You need to attend for the certificate verification on the prescribed date based on the rank you have secured. Anyways of you have not yet attended the counselling
