Yes, all students who had either PCB or PCM in 10+2 are eligible for B. Tech programs in Biotechnology.
Don't worry both groups will have basic courses in Biology and Mathematics during their first years in B. Tech courses. This will help you clear your basics in the first year itself.

Both the courses you have mentioned hold much significance in UPSC syllabus that of general studies or optional subject, so it's a question of which subject you find more interesting, and wish to pursue ahead, with economics there is exam held by upsc as well for recruitment of candidate belonging to this domain, so apart from UPSC, there is much scope in india economics exam if in future you do master's degree, and there are opportunities in banking/insurance companies as well more aligned with your academic study, the relevance of political science too have widened more so in recent times, you can work as researcher, faculty, think tank, various organizations etc, so this field too have much prominence, however it depends entirely on your areas of interest, and in case you want to have back up plan with UPSC or not.
See as per the official website of Gujrat Board, there is no such rules and regulations available for changing the stream. You should contact your school/Institution in order to know if its possible or not. Even, if its possible, then also you have to cancel your registration and then get registered again with the Arts combinations.

No students from humanities background are not eligible to study agriculture courses this is because in order to take admission in those courses a candidate must have completed his or her intermediate studies with Physics, Chemistry and and either of Mathematics or Biology as compulsory subjects. Now since humanity student does not have relation with these subjects he or she cannot study agriculture.
