See for ST category the cut-off for GATE 2022 is 18.7 Mechanical Engineering branch and since you have score (-)0.28 marks so definitely you are not eligible for GATE counselling using your GATE 2022 score but as you are in 3rd year of your B.Tech right now so you can appear for GATE 2023 as well in your final year and try to get good score in it.
