NO, you can not study General Surgery after D. Pharma.

Because, minimum eligibility for MS General Surgery is M.B.B.S. degree with a minimum one-year internship. Admission to Master of Surgery General Surgery is based on counselling after clearing entrance exams (NEET PG)

Ayurveda's range of use is expanding daily, not just in India but around the world. After earning a BAMS degree, there are professional options both in India and abroad. In addition to this, you are qualified for any government occupations that need a degree. For instance, the UPSC, State Jobs, Medical Officer Ayush, etc.

I am the student of class 9th I also preparing side by side for upsc exam but when I was young I have an accident. In it my hands elbow bone was broken but now its ok! by a surgery. So my question is that I want to become a IAS officer so, can I appear for upsc exam?

There are no physical standards mentioned by UPSC for which an aspirant can't become an IAS officer. So with a elbow broken, its not a serious concern as you are heathy at this moment. As a result, you can obviously become an IAS officer provided you have to qualify the UPSC CSE with good score.
