If the student has domicile of Kerala, he can apply for Management Quota of Private Medical Colleges of Karnataka, Tamilnadu. But he will not be able to exercise the rights of his Category. He will have to apply for counseling only under General Category or Open merit. Which means if the Student has domicile of Kerala and belongs to OBC/EWS/SC/ST, he cannot use any of these reservations if he wants to participate in State Counselings of Karnataka and Tamilnadu. With 333 marks in NEET it is not possible to get government Medical College even with BC Category. You may get private Medical College. Fees of private Medical Colleges is high comparatively than government colleges.

Your query is about the last year's i.e 2019 cut off for BDS in Tamilnadu under SC Category reservation. I would like to inform you that under 15% All India Quota (AIQ), the students were allotted in two of the Dental Colleges of Tamilnadu, they are as follows:-
1. Rajah Muthiah Dental College and Hospital, Annamalainagar
The closing rank and closing NEET score was 96169 and 435 respectively for SC Category.
2. Tamil Nadu Government Dental College & Hospital, Chennai
The closing rank and closing NEET score was 93532 and 438 respectively for SC Category.

After NCERT , go for question bank published by arihant , op tondon , schand and all.
After question bank, try out previous year question papers. It looks easy but chapters are many and lots of scenarios are there. You will have to practice well so that you will be familiar to all those scenarios.
On the part of rank for top branch like CSE , your rank has to be 6k for reservation category plus home state quota. For general , below 10k will be okay.
