It's quite difficult to predict that whether you will get a college or not as cut off marks for medical colleges keeps changing every year depending upon various factors like your domicile state , number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.
But when we go through previous data then with 280 marks you cannot get a BDS seat in Government College but yes you can get Government quota seat in a private dental college
For example,
In neet 2019, 242 marks got a BDS seat under government quota in Adhiparasakthi Dental College and Hospital, Melmaruvathur which is a private medical college under Tamilnadu State quota

As you know different colleges have different cutoff marks. With 300 plus marks you have chance to get seat in management quota in some colleges of Tamilnadu if you belong to DNC catagory. You can refer the link to know which college you may get with your marks.

Based on previous year cut off, you will get a medical seat under 15% All India Quota seats as it closed at 581-590 in 2019. Since you did not mention your state of domicile, I am informing you about all three states.
If you have domicile of Rajasthan, you will not get a government medical seat under OBC category since it closed at 564 marks in 2019. But you will surely get a private medical seat in Rajasthan. Hey there, You can get admission in NITs but getting CSE will be very difficult for you.
I assume that you belong to General Category as you have not mentioned any reserved category so cutoff for taking CS in NITs is very very high and you need very high percentile for that. But still you can try for some other branches or you can even go for good branches at some other colleges.

According to the recent order from Telangana high court, there has been an order saying that the private medical colleges should not charge MBBS course for 5 years fees wherein the course is of 4.5 years. It is illegal. So, Tamil Nadu private medical colleges should be charging MBBS fees for 4.5 years and not 5 years.

Yes, according to last year i.e 2019 cut off in CIT Coimbatore which is 25118 for SC , we can easily get a seat in Mechanical engineering because your rank is less than the required Cut off.
