Passing certificate is issued by the board from which you have passed on successfully completing the course. Board of Secondary Education, Telangana does not issue Passing certificate. It issues memorandum of marks cum pass certificate which can be considered as marksheet as well as passing certificate. So you have to upload memorandum of marks cum pass certificate which you have in both the fields that is in Marksheet and passing certificate field in the application. If you have passed 10+2 or Intermediate from state board you should upload the marksheet in both fields.
In CSAB 2020 Round 1 counselling the cut off was 51452 for SC category to get admission to Computer Science Engineering in National Institute of Technology Delhi. The cut off mentioned is the CRL rank secured by the candidate in JEE Main. This year the cut off may vary in between 50000-60000. Considering the previous year cut off you do not have chances to get seat in NIT Delhi in CSE. According to previous year cutoffs trend, at your score you have very low chances for getting admission in government medical colleges or government dental colleges. But you have have chance to get MBBS in private medical colleges under only through management quota.

Nothing fixed can be said until NEET 2021 results come out. Cut offs and ranks are subject to change every year depending on the difficulty level of the paper, the performance of the students and the number of seats available.
