Candidates belonging to general category are not eligible for fee reimbursement. Candidates belonging to SC/ST category whose parents' annual income is less than Rs. 2,00,000 are eligible for fee reimbursement and the candidates belonging to BC/EBC/PWD/Minority category with parents' annual income less than Rs. 1,00,000 are eligible for partial reimbursement. As you belong to general category you aren't eligible for fee reimbursement regardless of your category.
I hope you are doing fine, Yes from this year the MCA course duration has been reduced from 3 years to 2 Years. The decision was taken in the 545th Meeting of the University Grant Commission (UGC) held in December 2019. From the 2020-21 academic session, MCA will be taught for two years.

The cut off for each college and category is different. It changes every year depending on the total number of candidates appeared, difficulty level of examinations and total number of seats available etc. The cut off rank increase or decrease depending on the above mentioned factors. To have decent chances to get seat in a college you need to secure a rank under 10,000 in TS ICET.

So, according to your query , i would like to inform you that ANIIMS indeed has category reservation for SC category students as well, i think you have read it wrong.

As you can see, there is a reservation for SC students in ANIIMS.
Now, with your rank in all India category, I'm really sorry to tell you that your chances of getting a seat for MBBS or even BDS is really less. Even in the second round, you do not have much chances of securing a sure shot seat in any of the colleges but you should still wait till the end of all rounds of counseling .

Considering the previous year cut off you have slight chances of getting seat in Chaitanya Bharathi Institute of Technology in Master of Computer Application. The cut off for BC-E category is 7153. Cut off changes every year depending on total number of candidates appeared, difficulty level of examination and total number of seats available etc.
