It does not matter if you are a dropper. You can sit for the exam if you fulfill the following eligibility criteria:

For B.tech courses, Candidates must have passed 10th and 12th exams with PCM subjects i.e Physics Chemistry and Mathematics.

Tamil Nadu Engineering Admissions (TNEA), conducted by Anna University allows other state candidates who have passed HSC or its equivalent with a minimum of 50% (General) and 40% (SC/ST)  in PCM put together.
