The marks obtained by candidates in the Qualifying exam of TNEA will be considered for the admission in 563 participating colleges. It won't consider your class 12 marks so nothing can be said on the basis of these marks.

It does not matter if you are a dropper. You can sit for the exam if you fulfill the following eligibility criteria:

For B.tech courses, Candidates must have passed 10th and 12th exams with PCM subjects i.e Physics Chemistry and Mathematics.

Tamil Nadu Engineering Admissions (TNEA), conducted by Anna University allows other state candidates who have passed HSC or its equivalent with a minimum of 50% (General) and 40% (SC/ST)  in PCM put together. You will also have to upload the certificate of permanent residence. So yes, you can apply.

First of all congratulations for your Board exam result.

You can definitely apply in TNEA and get admission in ANNA UNIVERSITY os SSN but for that you must score very well as the competition is very high for these colleges.
