EAMCET and JEE MAIN are two different independent exam. EAMCET is a state level exam conducted for all undergraduate coureses in Andhra Pradesh. JEE MAIN is the national level exam conducted by NTA, for all undergraduate courses. Al the colleges in India accept JEE MAIN score.
Now if you get a rank 4000 in JEE MAIN it is very good, you have very chances of getting into almost all the good colleges in Andhra Pradesh. And yes it is not compulsory to answer EAMCET, but you can answer it as just a back up.
